Online Casino Gambling Act: 2026 Update
The Online Casino Gambling Act 2026 is in force and establishes a licensing system for online casino gambling. The Department of Internal Affairs is implementing the system in stages, with the full regime expected in 2027.
The auction has concluded, and 11 entities have won the right to apply for up to 15 licences. Each applicant must still complete the DIA assessment. The Act's transition rules and the 2026 regulations now govern the rollout.

The 2026 Licensing System
The Act and its regulations establish the licensing and operating requirements. The key current milestones are:
- Capped licensing: Up to 15 licences are available. The completed auction gave 11 entities the right to apply; it did not grant licences.
- Application assessment: Successful bidders must submit full applications for DIA review.
- Advertising: Advertising online casino gambling to New Zealand customers is prohibited during the transition.
- Operator requirements: The regulations cover harm prevention, consumer protection, record-keeping, advertising and marketing, fees, levies and charges.
